Sir John Simon that he concurs

generally in the terms of the draft

of the reply which it is proposed

to return, to Sir Miles Lampson,

subject to the words "in fact" in

the ninth line of the second paragrat

being replaced by the word "normally

as suggested by the Board of Trade

in their letter to the Foreign Office
